Attorney Profiles Robert W. Marshall Reno, Nevada
Robert Marshall joined the firm in 2006 as Of Counsel with the acquisition of Marshall Hill Cassas & de Lipkau, a firm he co-founded in 1994. Mr. Marshall has, since the early 1970's, concentrated his practice in the areas of Nevada and Colorado River water law, public utilities law, and to some extent municipal law. He formed both the Northern Nevada and Southern Nevada Large Power User groups, which included most of the large mines and hotel casinos in the state, and represented them before the Nevada Public Utilities Commission and before the courts in rate and electric utility industry restructuring matters. Mr. Marshall was one of the principal drafters of the inter-local agreement, which created the Southern Nevada Water Authority, which he subsequently represented before the Nevada Public Utilities Commission. Mr. Marshall represented the City of Henderson, Nevada in obtaining a 15,878-acre foot water entitlement in the Colorado River from the U. S. Secretary of the Interior. He continues to represent the City of Henderson in water and public utility maters. Mr. Marshall represents the Moapa Valley Water District in Overton, Nevada in water and related matters. He prepared the inter-local agreement, which formed the Southern Nevada Regional Planning Coalition, the members of which are the City of Las Vegas, the City of Henderson, the City of North Las Vegas, Boulder City and Clark County. In 2002, Mr. Marshall formed the Clean Water Coalition, a public agency consisting of the City of Las Vegas, the City of Henderson and the Clark County Water Reclamation District, the owners and operators of the three sewerage treatment facilities in the Las Vegas Valley.
