Dallin Jensen is a shareholder in the Environmental, Energy and Natural Resources department where he practices primarily in the area of water law. He is involved in governmental permitting and licensing of water projects and due diligence analysis of water rights and related land matters. Mr. Jensen has negotiated complex multi-party water transfers; participated in interstate compact negotiations, including federal and Indian water right claims; and negotiated and mediated with public interest groups and environmental organizations. Mr. Jensen has also participated in drafting and advocating federal and state legislation and governmental rulemaking.

Prior to joining Parsons Behle & Latimer in 1988, Mr. Jensen served as Assistant Utah Attorney General and from 1983 to 1988 he served as Utah Solicitor General. While employed by the state, he represented various natural resource agencies, including the Division of Water Rights, Division of Water Resources and Division of State Lands & Forestry (now Forestry, Fire and State Lands). Mr. Jensen served as counsel to Utah's Governors on natural resource and Indian-related matters, and as Utah's legal representative on interstate water matters including the negotiation of the Amended Bear River Compact and the Ute Indian Water Compact. Mr. Jensen's experience has encompassed a wide range of matters involving water and land resources, and he has extensive experience in state administrative law.

Mr. Jensen is a member of the legal committee of the Upper Colorado River Commission; and is an alternate member of the Western States Water Council from Utah. Mr. Jensen serves as a member of the Utah State Water Development Commission, and as a member of the Utah Reclamation Mitigation and Conservation Commission. He is recognized in The Best Lawyers in America, 2001-2011, Environmental, Natural Resources and Water Law. Mr. Jensen was named Best Lawyers' 2012 Salt Lake City Natural Resources Lawyer of the Year.
